What does it do?

It skips to a specific line on the page counting from the top line.  (Unless already at or beyond that line)

Where would it be used?

To force text to appear at a specific place.  For example, when creating address cards.

Usage in DBT:

[st18]Fred Smith[l]
The Lawns
[l]
T
OWN[l]
[pg]

Produces in Braille:

Will put the above with the first line appearing on Line 18 of the page.

For the more technical:

[stL] -- Skips to line L (counting from top line = 1) on page (unless already at or beyond that point).
